Washington County does not regulate short-term rental occupancy in unincorporated areas. The Board declined to adopt STR regulations in the 2023-25 Planning Work Program. STR operators must still comply with state transient lodging tax and fire/building codes.
In April 2021 the Board of Commissioners asked staff to research STR regulation for the urban unincorporated area. Staff found startup costs could not be offset by licensing fees, and the 2023-25 Planning Work Program did not include STR rulemaking. As of 2026, there are no county-wide STR occupancy limits, bedroom caps, or guest limits. Hillsboro, Beaverton, and Tigard similarly do not maintain STR-specific occupancy caps but apply zoning (home occupation, hotel/motel) that may constrain use. Oregon transient lodging tax (1.5% state + 9% Washington County transient lodging tax under Chapter 3.14) applies to stays under 30 days. Oregon Residential Specialty Code occupancy limits (ORSC R304) apply to sleeping rooms. Operators should confirm smoke/CO alarms, egress windows, and address posting.
