Off-street parking must be provided for permitted guest vehicles on the rental property; the underlying off-street parking standards in NMC Title 17 apply.
Napa's vacation rental ordinance treats vehicle count as a permit-specific operating condition rather than a one-size formula. When the City issues a Vacation Rental Permit under NMC 17.52.515, the permit specifies a Maximum Number of Vehicles for guests, alongside the Maximum Overnight Occupancy and Maximum Daytime Occupancy. The vehicle cap is set based on the unit's available off-street parking and site characteristics. The operator must include the Maximum Number of Vehicles in every advertisement together with the City of Napa Certified Vacation Rental permit number and the maximum occupancy limits, so guests cannot claim ignorance when they arrive with extra cars. Underlying parking minimums for the dwelling type apply under NMC Title 17 (Zoning); for a single-family dwelling this is typically two off-street parking spaces. Sufficient off-street parking must be provided on the rental property itself for the permitted vehicle count - guests cannot routinely overflow into the street. On-street parking in residential Napa is generally free outside of downtown permit districts, but neighbor complaints about guest cars clogging the street are commonly logged against the Vacation Rental Permit by the Community Development Department, and the Director may impose additional parking conditions on renewal or revoke the permit for repeat issues. Curb cuts and front-yard paving over established landscaping are not permitted as a workaround under NMC Title 17.
Exceeding the Maximum Number of Vehicles set on the Vacation Rental Permit is a violation of NMC 17.52.515 and grounds for permit revocation or nonrenewal by the Community Development Director. Failing to include the Maximum Number of Vehicles in advertisements is a separate violation of the ordinance's advertising-disclosure requirements. Off-street parking shortfalls violate NMC Title 17 zoning standards and are cited by City of Napa Code Enforcement with administrative penalties escalating from $100 to $500 and $1,000.
