Puyallup, WA Short-Term Rentals: Parking Rules (2026)

Puyallup has not adopted a dedicated short-term rental ordinance; instead, an STR operating within a dwelling is reviewed under the bed-and-breakfast (B&B) provisions of the Title 20 Zoning Code (PMC Chapter 20.20 RS Single-Family Residential and PMC Chapter 20.25 RM Multiple-Family Residential), with off-street parking governed by PMC Chapter 20.55 (Parking Regulations). Under those B&B standards, a use with up to two lodging rooms located within the primary structure requires no additional off-street parking beyond the dwelling's underlying two-space single-family minimum because the operator and any guests can be accommodated on the existing driveway or required spaces. A B&B-style use with more than two lodging rooms, or one located in a detached accessory structure, must provide one additional off-street parking space for each guest bedroom over the initial two, and all spaces must comply with the dimensional and surfacing requirements of PMC 20.55. Puyallup zoning expressly prohibits using B&B-style uses for large banquets, weddings, or conferences, which limits the kinds of group-event parking demand a residential STR can generate. On the street, guests are subject to PMC Title 10 rules: vehicles must obey posted time limits, may not block driveways, hydrants, or marked curbs, and may not be parked on the same street for more than 24 consecutive hours under PMC 10.36.020 without being moved at least one block. Operators are advised to disclose the city's parking rules and any HOA restrictions in listing descriptions because Puyallup does not issue residential parking permits or guest hangtags. Under RCW 64.37.020, the operator's 24-hour contact must be available to respond to parking complaints during a guest's stay.
