040(6) sets the fence and wall height standard for the city's RS single-family zones, measured above adjacent grade. Within 20 feet of a front lot line, a fence or wall is capped at three and one-half feet, except that open-wire, welded-wire, chain-link, split-rail, or similar see-through fencing is allowed up to five feet in that same front strip. In the rear yard or an interior side yard, the limit rises to a full six feet, and the same six-foot limit applies in the street-side yard, the strip along the side of a corner lot that faces a second street.

That street-side allowance is cut back near the corner itself: for a distance of 20 feet along the street-side lot line, measured from the corner where the front and street-side lot lines meet, a fence or wall has to drop back down to the front-yard limit of three and one-half feet (or five feet for open styles), which keeps sightlines open at the intersection. The code also caps what materials can be used regardless of height: no fence or wall anywhere in an RS zone may include barbed wire or razor wire, except that a pasture area of at least 40,000 square feet may be fenced with barbed wire. 65 PMC rather than being forced into compliance retroactively.
