040(3)(c) is the operative RS-zone standard: no residentially zoned property in the city can be used, for any period of time, to store a vehicle with more than two axles or a width exceeding 84 inches that is intended for commercial use, such as a truck tractor, truck trailer, or other truck, unless the vehicle is kept inside a building or otherwise screened so it cannot be seen from another property or from any public right-of-way. This is a storage rule, not a momentary-parking rule; the vehicle triggers it by sitting on the lot rather than by a specific time threshold tied to this subsection.

028(1)(c)(iii) directs that in residential areas the city manager cannot issue a restricted-zone parking permit for a commercial vehicle 96 inches (eight feet) or wider, and the same subsection also excludes trucks over 24,000 pounds GVWR or longer than 22 feet, trailers over 10,000 pounds GVWR or longer than 20 feet, and any truck or trailer without a current, valid license. Together the two sections mean an oversized commercial rig cannot be stored in view on an RS lot, and it cannot be permitted to park on a residential street either, closing off the two most common workarounds. A pickup or panel van used for a trade but under the 84-inch width and two-axle threshold is not covered by the storage ban.
