010 authorizes the city manager to designate passenger and freight curb loading zones and to post signs stating the hours the zone rules apply; no person may be granted an exclusive right to use a portion of a public street to the exclusion of others. 00 per year or fraction of a year, deposited with the city treasury; the permit is not exclusive and expires after one year. 030 restricts a marked passenger curb loading zone to expeditious passenger loading or unloading during the posted hours, capped at three minutes; no other stopping, standing or parking purpose is allowed there.

040 applies the same structure to freight zones: a vehicle may stop only for expeditious loading, unloading, delivery or pickup of materials during posted hours, and the stop cannot exceed 30 minutes. 48 also regulates bus and taxicab stands, requiring drivers to use only designated stops and to pull within 18 inches of the curb when loading or unloading passengers. These loading zone provisions trace to Ordinance 1522 from 1968 and remain the operative curb management rules for commercial and passenger loading in the city.
