It shall be unlawful for any person, firm, or corporation to violate or fail to comply with any of the provisions of this section or the conditions of any permit issued under authority of this section, and such violation shall constitute a Class 1 civil infraction as defined in Chapter 1.02 PMC. A second or subsequent violation of this section shall constitute a misdemeanor, punishable by a fine of a sum not exceeding $1,000 or by imprisonment not exceeding 90 days or by both such fine and imprisonment.
