Lakewood Municipal Code 18A.40.090 requires that all off-street parking required for the primary residential use of an STR site be made available to guests, and STR applicants must disclose the number of off-street guest parking spaces provided. There is no STR-specific minimum on top of the residential standard in LMC Title 18A. Guests must use designated off-street spaces; on-street guest parking must follow the standard Lakewood vehicle code and Lakewood Police Department posted limits.
Lakewood regulates STR parking primarily through LMC 18A.40.090 (Lodging) rather than imposing a separate STR-only parking minimum. Under that section, the property's existing residential off-street parking, established under the Title 18A development standards for the underlying dwelling type, must be made available to STR guests rather than blocked off or used for storage. The STR application requires the operator to disclose the number of off-street parking spaces provided for guest use, and the city's Good Neighbor Policy template requires that guests be instructed to park responsibly and to use the designated off-street spaces. The city has not adopted a guest-per-bedroom or vehicle-per-bedroom parking ratio specific to STRs. Where on-street parking is used, guests are subject to the Lakewood Municipal Code parking provisions enforced by the Lakewood Police Department, including posted time limits, the prohibition on blocking driveways, fire hydrants, mailboxes, and crosswalks, and the prohibition on parking on landscaping, sidewalks, or rights-of-way. STRs in zones that prohibit lodging uses (commercial-only or industrial-only zones called out in LMC 18A.40.090) cannot operate at all, so the parking question only arises in zones where STRs are an allowed use. Repeated guest parking complaints are routed first to the operator's 24/7 local contact and can support administrative action against the STR permit if not resolved.
On-street parking infractions issued by Lakewood Police are processed as civil infractions under the Lakewood Municipal Code and Pierce County District Court, with monetary penalties varying by offense and tow-and-impound available for blocking driveways, fire hydrants, or for vehicles left in violation. Code Enforcement can also cite property owners under LMC 18A for failing to maintain required off-street parking on improved surfaces. Under LMC 18A.40.090, repeated parking and overflow complaints at a licensed STR can be cited as a violation of the STR permit conditions and the Good Neighbor Policy, supporting permit suspension or non-renewal in addition to any individual parking citation issued to the guest's vehicle.
