Carrollton City Council passed Zoning Ordinance 4297 and Code Ordinance 4291 on December 2, 2025, dramatically tightening short-term rental and bed-and-breakfast regulation. New STRs and B&Bs are no longer allowed; only certain pre-existing properties may qualify for a lodging license under Chapter 97 of the Code of Ordinances and the Comprehensive Zoning Ordinance. All STR and B&B properties β new or pre-existing β must obtain a lodging license through the City of Carrollton. Operators must carry host-protection or other liability insurance providing coverage of at least $1,000,000 per occurrence, with a certificate of insurance on file with the City. The Hotel Occupancy Tax is owed quarterly.
Operating without a lodging license or required insurance constitutes a code violation enforceable by the city's Code Enforcement Division.
