Colorado Springs requires a Short-Term Rental (STR) permit for all rentals under 30 days. Two permit types exist: Owner-Occupied and Non-Owner Occupied. Non-owner occupied STRs are banned in single-family zones for applications after December 26, 2019.
Per City Code Β§7.5.1702, operating any STR without a valid permit is unlawful. Owner-Occupied STRs require the owner to reside at the property at least 185 days per year and are allowed in all residential zones. Non-Owner Occupied STRs are prohibited in single-family (R-E, R-1, R-2) zoning districts for new applicants (post-Dec 26, 2019); existing pre-2019 permits may continue. All permits cost $124.95/year (non-refundable), must be renewed annually, and have no grace period. A 24-hour local emergency contact within El Paso County who can respond within 1 hour is required. Proof of $500,000 liability insurance and listing on a hosting platform are required. The permit number must be prominently displayed inside the unit.
