Advertising or operating before the zoning approval and business license are issued, or letting an annual zoning certificate lapse, places the rental out of compliance. The City may treat continued operation as a violation subject to penalties of up to $500 per day of noncompliance or up to six months in jail, and a non-primary rental's zoning certificate can be revoked.
