North Carolina limits what local governments can require of rental property. Under NC Gen. Stat. 160D-1207(c), a county or city may not require an owner to obtain a permit or register rental property merely to lease it. Registration and periodic inspection can only be imposed on properties with a documented history of verified violations (more than four in a rolling 12-month period, or two or more in a rolling 30-day period) or on the high-violation targeted list. Guilford County therefore runs no blanket STR registry. This registration limit is separate from zoning: the county can still restrict where lodging uses operate through the UDO.
There is no registration penalty because no general registry exists. Enforcement runs through zoning (UDO) violations and the county's nuisance and property-maintenance ordinances instead.
