Chapter 852 (added by Prop. 24-205, effective 2024-2025) defines a short-term rental as a dwelling rented for fewer than 30 consecutive days and requires the operator to apply for a permit through the DBNS Citizen Access Portal. The application requires the operator's contact information, a 24-hour local responsible party, proof of property ownership or owner authorization, and acknowledgement that the unit complies with health, safety, zoning, and tax laws. Initial registration fee is $150 and permits are non-transferable on sale of the property.
Operating an unpermitted STR is subject to fines under Ch. 852; the city may revoke a permit after three violations of the short-term rental ordinance.
