There is no county-wide short-term-rental registration program in Chester County. What the county does require is registration for the 5% Hotel Room Rental Tax: under County Ordinance #2019-2, every business holding itself out as a 'hotel' — which includes Airbnb, VRBO, and other rentals of a room with a bed for less than 30 consecutive nights — must register with the county Treasurer and file tax reports. Any registration or licensing of the dwelling as a rental use is set by your borough or township, not the county. At the state level, hosts who do not exclusively use a platform that remits tax must also obtain a PA Sales, Use, and Hotel Occupancy Tax license.
Failure to register and remit the county hotel tax exposes operators to back taxes, interest, and penalties under the county ordinance.
