Rather than an online registry, unincorporated Snohomish County requires each bed-and-breakfast (STR) to obtain a certificate of occupancy before hosting and to renew it annually. The county also registers the use through the land-use permit issued under SCC 30.28.020.
SCC 30.28.020(4) ties ongoing operation to a certificate of occupancy that is "subject to an annual inspection and renewal." This functions as the county's registration mechanism. The permit application must document off-street parking, screening, water and sewer capacity, and compliance with fire, health and building codes. Because the use is regulated as a bed-and-breakfast, the property owner must operate the facility and reside on the premises, so absentee whole-house registrations are not contemplated. Cities within the county (for example the City of Snohomish) run their own STR registration programs that do not apply to unincorporated land.
Failing to renew the annual certificate of occupancy or letting it lapse means the establishment may no longer lawfully accept guests; continued operation is enforceable under county code-enforcement provisions.
