Every short-term rental operator in Lowell must register each rental property with the Massachusetts Department of Revenue under MGL c.64G. Registration is completed online through MassTaxConnect and generates a Certificate of Registration with a unique registration number that must be displayed in every advertisement, including Airbnb, Vrbo, Booking.com, and direct listings. Registration must be renewed annually and requires the operator to disclose the property address, number of units, and insurance carrier information. The state also maintains a searchable public registry. Separately, Lowell can adopt its own local registration program under the law; operators should confirm with Lowell 311 whether an additional local registration applies. Exempt from state registration are operators whose properties are rented 14 days or fewer per calendar year, although local zoning rules may still apply to those stays.
