Statewide, A.R.S. Β§ 9-500.39 (originally added by 2016 SB 1350 and amended by 2019 HB 2672 and 2022 HB 2374) controls how cities may regulate vacation and short-term rentals. The statute caps any city STR permit fee at $250 per year, allows cities to require liability insurance of up to $500,000 (or coverage provided by the hosting platform), and authorizes neighbor notification, occupancy, parking, noise, and emergency-contact requirements but bars an outright STR ban.
