Rogers levies a 3% city lodging (advertising and promotion) tax on short-term rental stays under 30 days, applied to STRs since January 1, 2022. Combined with city and county sales tax, the 6.5% Arkansas state sales tax, and the 2% state tourism tax, a guest pays roughly 14.5% total. A $25 Certificate of Occupancy fee also applies.
The City of Rogers levies a 3% hotel tax on the gross receipts from renting or furnishing hotel, motel, and short-term rental accommodations for periods of fewer than 30 days within the city; rentals of 30 days or more are excluded. The 3% lodging tax took effect September 1, 2017 for hotels and motels, and the City Council later expanded it to short-term rentals, with collection beginning January 1, 2022. According to Destination Rogers, the full tax stack on a vacation rental stay totals about 14.5%, made up of the 3% City of Rogers lodging tax, 2% City of Rogers sales tax, 1% Benton County tax, the 6.5% State of Arkansas sales tax, and the 2% state Parks and Tourism tax. The 3% lodging tax is collected and remitted by the operator (or platform) to the Rogers A&P Commission through GovOS, while the state sales and tourism taxes are remitted to the Arkansas Department of Finance and Administration. The Arkansas tourism tax is set at 2% of gross receipts on lodging furnished to transient guests under state law (Ark. Code Ann. 26-63-401 et seq.). On the fee side, the city's Certificate of Occupancy inspection costs $25; a separate business-license fee also applies. Owners should confirm exact business-license fee amounts with the city, as they are set by ordinance and may change.
Short-term rental operators who fail to collect and remit the 3% lodging tax can be assessed back taxes, interest, and penalties by the A&P Commission, and continued non-compliance can lead to the escalating $1,000 / $2,000 / $4,000 short-term rental fines. State sales and tourism taxes that go uncollected create separate liability to the Arkansas Department of Finance and Administration.
