The code's definition of 'sign' covers message-bearing devices; purely decorative items are not regulated. Temporary sign permits (SRC ยง 900.040) are required for commercial banners and promotional temporary signs, capped at 14 consecutive days per permit, no more than two permits per six-month period. Residential holiday decoration displays have no durational limit in the code. City of Salem's code enforcement does not cite holiday lights or seasonal decorations as sign code violations.
No penalties apply to residential holiday decorations. Unpermitted commercial temporary signs can result in removal orders and fines under SRC Ch. 900 enforcement provisions.
