Salem Revised Code Chapter 98 (Public Nuisance) and Chapter 50 (Property Maintenance) require property owners to control noxious weeds, tall grass, and overgrown vegetation on their lots. Code Enforcement staff investigate complaints and issue notices of violation. If an owner fails to comply after notice, the city may hire contractors to abate the nuisance and place the cost as a lien on the property. Marion County's Nuisance Vegetation Ordinance No. 1193 also applies within the Salem-Keizer Urban Growth Boundary for unincorporated parcels.
First notice allows a compliance period; non-compliance results in city abatement with costs billed to owner plus a civil penalty lien on the property.
