Holiday decorations on private residential property are treated as temporary displays and are not regulated by the Community Development Code. No permit is required. Displays must not encroach into the public right-of-way, block sidewalks or driveways, or obstruct intersection sight triangles under CDC 418. Outdoor electrical must use UL-listed outdoor-rated equipment and GFCI-protected circuits per Oregon Electrical Specialty Code. Inflatables must be secured against Willamette Valley winter windstorms. Amplified music and light displays are subject to county noise provisions (nighttime quiet hours typically 10 PM to 7 AM under Chapter 8.24). Many Washington County subdivisions are governed by HOA CC&Rs that may restrict display duration, color, or roofline mounting. PGE and NW Natural caution against circuit overloading.
