Texas law protects political signs on your own property. A city cannot prohibit them, require a permit or fee, or restrict their size—so long as the sign is on private property with the owner's consent and is under 36 square feet, 8 feet tall, unlit and without moving parts.
Election Code section 259.003 sharply limits how Killeen, Temple, Belton or any Texas city can regulate political signs on private property. With the owner's consent, a city ordinance may not prohibit the sign, require a permit or fee, or restrict its size. These protections stop at signs over 36 square feet in effective area, taller than eight feet, illuminated, or with moving elements (section 259.003(d)), and don't cover signs in a public right-of-way or easement. Unincorporated Bell County has no sign zoning at all. HOA restrictions are separately limited by Property Code section 202.009. TxDOT rules govern signs near highways.
A city may still remove a nonconforming sign (over-size, illuminated, in the right-of-way) but cannot charge more than for other signs. Cities cannot fine you for a compliant political sign on your own property.
