Full Breakdown

Sec. 31-503 lists the signs Killeen allows without a building permit, and subsections (10) and (11) cover political and election signage separately from ordinary temporary signs. Under subsection (10), a general election sign may go up no earlier than 90 days before, and must come down no later than 10 days after, a federal, state, or local election. On residential tracts of one acre or less, or on commercial tracts, the sign may reach 36 square feet, compared with the smaller 6-square-foot cap that applies to most other unpermitted temporary signs under the same section.

The sign may not exceed 8 feet in height, may not be illuminated, and may not have any moving element. Critically, it must sit on private real property with the owner's consent, and the code specifically excludes property burdened by an easement or other encumbrance that lets the city use it for a public purpose, closing off a placement inside a utility easement or similar strip. Subsection (11) adds a distinct, tighter rule for signs placed on the premises of a polling place located at a public building: they must stay outside 100 feet of any door a voter uses to enter, may not exceed 6 square feet or weigh more than 1 pound, may stand no more than 3 feet tall on a temporary ground-mounted stake or pedestal, may not be illuminated or contain moving parts, and may not sit on impervious surfaces, landscaping or irrigation lines. the day after the election.

Violations & Fines

Erecting an off-cycle, oversized, illuminated or right-of-way election sign outside these exemptions makes it an illegal sign under Sec. 31-505, subject to removal and to the general zoning penalty in Sec. 1-8 of up to $2,000 per day of continuing violation. A sign placed in the visibility triangle or public right-of-way may be declared a public nuisance and abated by the city regardless of its election-sign status.

Frequently Asked Questions

How early can I put up a political sign in Killeen?
Sec. 31-503(10) allows an election sign up to 90 days before a federal, state or local election, and it must come down within 10 days after the election. No permit is required as long as the sign meets the size, height and lighting limits in that subsection.
How big can a campaign sign be on my property?
On a residential tract of one acre or less, or on any commercial tract, an election sign may reach 36 square feet and up to 8 feet tall under Sec. 31-503(10), larger than the 6-square-foot cap that applies to most other unpermitted signs in the city.
Can I put a political sign near a polling place?
Only outside 100 feet of any door voters use to enter the building, and only if it is 6 square feet or smaller, weighs no more than 1 pound, and stands no taller than 3 feet, per Sec. 31-503(11). It also cannot be illuminated or contain moving parts.
Does a political sign need the property owner's permission?
Yes. Sec. 31-503(10)(v) requires the sign sit on private real property with the owner's consent, and the code excludes any property burdened by an easement or encumbrance that lets the city use it for a public purpose, such as a utility strip along the street.
