Passaic County does not regulate yard signs. Political-sign rules come from your municipality, but the First Amendment sharply limits how towns can restrict them. Courts have struck down bans and durational limits on political and other noncommercial yard signs.
Sign regulation in New Jersey is municipal under the Municipal Land Use Law (N.J.S.A. 40:55D-1 et seq.); Passaic County has no yard-sign ordinance. However, municipal sign rules must respect free-speech limits. The U.S. Supreme Court in Reed v. Town of Gilbert (2015) held that content-based sign restrictions face strict scrutiny, which invalidated many towns' special limits on political and temporary signs. Municipalities may still impose content-neutral limits on size, number, and placement (for example, not in the public right-of-way). Check your town's current sign ordinance.
Improperly placed signs (e.g., in the county road right-of-way) may be removed by the road authority; other violations are enforced by the municipal zoning officer under local ordinance.
