The ordinance applies to restaurants, food trucks, caterers, school cafeterias, and city facilities. Vendors must use compostable or recyclable alternatives that meet ASTM standards. Oakland enacted the ban early; California later layered statewide foodware-recyclability rules and SB 54 producer responsibility on top, but the Oakland local ordinance remains the operative day-to-day rule for food businesses.
