Unlike California (AB 379) and several other states, Texas has not enacted statewide expedited solar permitting. Each Harris County permitting authority sets its own timeline. In unincorporated Harris County, the Permits Office reviews electrical and structural plans for rooftop PV under the adopted International Residential Code and 2020 NEC. Houston's Public Works adopted online solar permitting and aims for ten-business-day turnarounds, but does not yet use the federal SolarAPP+ instant approval tool. HB 3699 (2023) limited HOA restrictions on solar devices statewide, and Texas Property Code Section 202.010 protects homeowner installations. Harris County Engineering encourages permits be filed online but offers no fee waiver or fast track.
Installing solar without required electrical and structural permits voids inspections, blocks utility interconnection, can require costly removal, and exposes installers to Texas Department of Licensing and Regulation enforcement under Occupations Code Chapter 1305 for unlicensed electrical work.
