Permit fees are capped at $450 residential and $1,000 commercial under ARS 9-468. Inspections occur within three business days. Battery storage adds NEC 2020 Article 706 requirements but follows the same expedited path. HOAs cannot prohibit solar under ARS 33-439.
Cities failing to provide expedited permitting face civil enforcement under ARS 9-1303(F). Fee overcharges may be challenged in Superior Court. Unpermitted solar work triggers standard building code stop-work orders and fines up to $2,500.
