HOAs may require architectural review committee approval before installation. Some associations permit rear-roof panels only (facing away from the street). A 2024 Pennsylvania House bill (HB 2323) proposing limits on HOA solar bans did not pass. Homeowners should review CC&Rs and submit plans to the ACC before installing. Community solar subscriptions remain available statewide as an alternative for HOA-restricted homes.
