VA Code 67-701 (enacted 2020) is Virginia's solar access law. HOAs cannot outright ban solar panels but may require them on a rear-facing or less visible roof plane if doing so does not reduce output by more than 10 percent or increase cost by more than 5 percent. Architectural review committees commonly require panel placement plans before installation. This law applies to HOA-governed communities in Richmond's West End and South Side subdivisions.
