Lincoln allows residents to bar door-to-door solicitation by posting a clear 'No Solicitors' or 'No Trespassing' sign at the property entrance. Permitted peddlers under LMC 5.36 who ignore a posted sign can be cited under California Penal Code §602(o)/§602(k) for trespass after notice and have their city peddler permit revoked.
Lincoln does not operate a centralized 'no-knock registry' (such as those run by some larger cities), but Cal. Penal Code §602(o) and §602(k) make it an infraction or misdemeanor to enter posted property after notice forbidding entry. Combined with LMC Chapter 5.36, this gives Lincoln residents two layers of protection: (1) any commercial peddler must hold a Lincoln Police-issued permit, must operate only 8 a.m.–8 p.m., and must leave on request; (2) a clearly posted 'No Solicitors' sign converts continued solicitation into a trespass. Lincoln Police (916-645-4040) recommend signs be posted at the property line, at the door, or on the gate at eye level so they are legible from the public sidewalk. The protection extends to HOA-controlled common areas in Lincoln Hills, Twelve Bridges, and Lincoln Crossing if the HOA posts at entry gates. Non-commercial canvassers (religious, political, charitable) are protected by the First Amendment (Watchtower 2002) and cannot be cited solely for ignoring a 'No Solicitors' sign, though a 'No Trespassing' sign that does not single out speech content remains enforceable.
Trespass under Cal. Penal Code §602 is an infraction on first offense (up to $75) and a misdemeanor on subsequent offenses or where the trespasser refuses to leave (up to 6 months and $1,000). LMC 5.36 permit revocation removes the peddler's authority to operate anywhere in Lincoln. Lincoln Police will respond to active solicitation calls at 916-645-4040 (non-emergency) and may impound a vendor's goods if the peddler is operating without a permit.
