Door-to-door sellers in Essex County towns carry a solicitor or peddler license. The state licenses hawkers and peddlers under MGL c.101, and each town β Lynn, Salem, Haverhill β adds its own registration, photo badge, and police background check before you knock.
Anyone selling door to door in Essex communities registers first. MGL c.101 Β§22 lets the state grant a hawker and peddler license to sell goods vehicle-to-door, and c.101 Β§13 defines the peddler who goes place to place. On top of the state license, towns require a local solicitor permit: an application to the police or town clerk, identification, a background check, and a visible badge worn while canvassing. Nonprofit and political canvassers register too but are not charged as commercial sellers. Permits name the hours canvassing is allowed.
Soliciting without the required license or badge is grounds for police to order the seller off the property and issue a citation. Unregistered commercial canvassing can bring arrest for the underlying peddling offense.
