Iowa City regulates door-to-door commercial solicitation through the City Clerk's licensing function. Aggressive solicitation is separately prohibited under ยง8-5-2 (Aggressive Solicitation). Charitable, religious, and political canvassing receive heightened First Amendment protection under Reed v. Town of Gilbert.
Iowa City does not run a separate 'No Solicitor Registry' program. Commercial door-to-door peddlers must contact the Iowa City Clerk for any required permit and pay the applicable fee. Iowa City Code ยง8-5-2 'Aggressive Solicitation' is the conduct rule: it prohibits soliciting at ATMs, parking-pay stations, gas pumps, restaurant patios, and at night, plus coercive or threatening conduct anywhere. The ยง8-5-2 rule survives content-neutral First Amendment review under Reed v. Town of Gilbert. Charitable, religious, and political door-knocking is protected and cannot be permitted on commercial terms (Watchtower v. Stratton, 536 U.S. 150).
Aggressive solicitation under ยง8-5-2 is a simple misdemeanor under ยง805.8B. Operating a commercial peddler business without a required city permit is a municipal infraction. Violating a posted 'No Soliciting' sign after notice can be cited as a ยง6-1-2 trespass.
