Sec. 46-31 makes it unlawful to engage as a peddler without a permit. The applicant must hold a valid Business Tax Receipt (Sec. 46-33), present a valid driver's license or photo ID (Sec. 46-34), and submit to fingerprinting by the Chief of Police (Sec. 46-35). The application fee, per Appendix A as amended in 2025, is $60.00 for an initial permit and $30.00 for renewal of an expired permit (Sec. 46-36). The Chief of Police investigates within 10 days (Sec. 46-40). Permits expire annually on December 31 (Sec. 46-45 as amended 2025). Denials and revocations may be appealed to the city Special Magistrate within 48 hours (Sec. 46-47).
