Under Section 110.29, both peddlers and hawkers must carry a valid City of Saginaw license while conducting business within city limits. The ordinance specifically prohibits hawking, peddling, soliciting, or selling on or in any public sidewalk, public street, public park, public parking ramp, public parking lot, or any public building without approval of the Director of Public Services. Solicitation hours are typically limited to daytime; 'No Soliciting' signs on private property must be respected. Adjacent Saginaw Charter Township (different jurisdiction) operates under its own Chapter 46 with a $50 monthly permit fee.
Soliciting without a Section 110.29 license is a misdemeanor with fines under the City's penalty schedule. Operating on public property without Public Services approval can trigger additional citations and confiscation of goods.
