Alabama Pool Barrier Rules Under State Building Code

The Alabama Energy and Residential Codes Board adopted the International Residential Code (IRC) Appendix G/V on swimming pool barriers as the baseline for new residential pool construction. The IRC requires barriers at least 48 inches high, gates that open outward and self-close and self-latch, and openings small enough that a four-inch sphere cannot pass through. For pools serving public accommodations, the Alabama Public Health Department enforces Alabama Administrative Code Chapter 420-3-23 covering enclosures, depth markings, and lifeguard requirements. Cities may adopt stricter rules but cannot lower these baselines.

Failure to install code-compliant barriers blocks certificate of occupancy, triggers stop-work orders, and creates premises liability exposure for drowning incidents.
