The Ohio Residential Code Appendix G makes no distinction between above-ground and in-ground pools when capacity exceeds 24 inches of water depth. The pool wall itself can serve as the barrier if at least 48 inches above grade and free of climbable surfaces. Ladders and steps must be removable, lockable, or surrounded by a barrier when the pool is not in use. Inflatable and portable pools meeting the depth threshold are also covered. The code is adopted statewide under ORC 3781.10, so above-ground pool requirements are uniform across Ohio cities and counties, though local permitting fees and setbacks vary.

Failing to secure ladder access or maintain a compliant barrier on an above-ground pool can result in code violations, daily fines, and civil liability for any drowning incident.
