Above-ground pools deeper than 24 inches in Cuyahoga County require building permits and full barrier compliance under Ohio RC AG105. The pool wall itself may serve as the barrier if at least 48 inches tall, but removable ladders must be secured when the pool is not in use. Electrical permits required for pumps.
Ohio RC permits the pool structure to function as the required barrier if the top of the wall is 48+ inches above grade on the outside. If an attached ladder or stairs provide access, it must be removable and stored out of reach, or the access point must have its own self-closing/self-latching gate meeting full barrier requirements. Pumps must be installed on GFCI-protected circuits. Most Cuyahoga cities require permits for above-ground pools over 5,000 gallons or 24 inches deep. Inflatable and temporary pools over 24 inches also fall within the rule.
Unpermitted above-ground pool: $100-$500 fines. Unsecured ladder: stop-use order and barrier citation.
