Above-ground pools in Cleveland require a building permit when they hold more than 24 inches of water. Pool walls at least 48 inches high satisfy the state barrier requirement provided ladders and steps are removable, lockable, or enclosed by a compliant gate. Setbacks, electrical bonding, and drainage still apply.
Cleveland treats above-ground pools under the same Part 13 framework and Ohio Residential Code provisions as in-ground pools. An above-ground pool more than 24 inches deep requires a building permit with site plan, setback compliance, barrier details, and electrical plan. Typical side and rear yard setbacks are five to ten feet depending on district. The pool wall itself may serve as the barrier if it is at least 48 inches high measured from grade and has no hand or foot holds on the outside. Access ladders and steps must be removable and stored when the pool is unattended, lockable in a retracted position, or surrounded by a compliant 48-inch barrier and self-closing gate. Decks attached to above-ground pools must meet barrier requirements on any open side that provides access. All metal components including pool walls, ladders, pump housing, and deck railings within five feet must be bonded with a minimum 8 AWG solid copper conductor. Pumps require GFCI protection and a dedicated circuit. Drainage when the pool is emptied must discharge into the sanitary sewer cleanout through a hose with an air gap rather than onto neighboring property. Semi-permanent soft-sided and inflatable pools over 24 inches are treated the same as rigid above-ground pools for permitting and barrier purposes.
