Residential swimming pool barriers in Cleveland must comply with Ohio Revised Code 3781.102 and the barrier provisions of the Ohio Residential Code Appendix AG. The barrier must be at least 48 inches high measured on the outside of the barrier, with no more than two inches between the bottom of the barrier and finished grade on the non-pool side. Vertical members may be spaced no more than 1.75 inches apart where the top rail is less than 45 inches, or up to four inches apart where the top rail is 45 inches or more. Openings in decorative cutouts must not exceed 1.75 inches. Chain-link fences used as pool barriers must have mesh openings of 1.25 inches or smaller unless slats are installed. Gates must open outward away from the pool, be self-closing and self-latching, with the release mechanism at least 54 inches above grade when located on the pool side. A dwelling wall may serve as part of the barrier if doors opening into the pool area have alarms that sound for at least 30 seconds when opened, or a power safety cover is installed. Above-ground pools with walls at least 48 inches high satisfy the barrier rule for their perimeter, but any ladder or steps must be removable, lockable, or surrounded by a compliant barrier.
