Concertina wire, anti-climb spikes, and similar hazardous materials are prohibited in residential zones. Recycled materials such as pallets, tires, or scrap metal used as fencing may be cited as blight under the property maintenance code.
Prohibited materials must be removed, and owners may be cited under the property maintenance code with daily fines until the violation is abated. Repeat violations may be referred to Cleveland Housing Court.
