Lakewood requires fences to be of durable materials with a finished face toward adjacent streets and properties, free of signs or graphics. Barbed wire and razor fences are prohibited in residential and commercial districts and allowed only on industrial chain-link fences with limited barb arms.
The ADDITIONAL FENCE REGULATIONS in Chapter 1153 require fences to be of durable materials conforming to accepted industry standards, displaying a finished face toward adjacent streets and properties, and not adorned with signs, graphics, or paintings of any kind. All repairs or partial replacements must match the existing size, shape, materials, and color, or the entire fence must be replaced. Barbed wire and razor fences are prohibited in residential and commercial zoning districts; in industrial districts they are permitted only as chain-link construction topped with barb arms carrying no more than three strands of barbed wire, with the arms set no less than 72 inches and no more than 96 inches above grade. The City's Fence Packet adds the related installation rule that the finished side of the fence must face the neighbor's view. Security fences are separately regulated under Section 1159.05(i)(1), and the Building Commissioner may require Architectural Board of Review approval of any fence design under Chapter 1325.
Installing a prohibited material (e.g., barbed wire in a residential or commercial district), facing the unfinished side outward, or adorning a fence with signs is a code violation. The Division of Housing and Building can require correction, replacement, or removal; permit issuance is conditioned on conformance, and violations are enforceable with fines under the City's building code.
