Lakewood enforces strict on-street parking rules: vehicles may not remain in one spot beyond 24 hours (CO 351.18), rush-hour parking is banned on Lake Avenue, Clifton Boulevard, and Hilliard Road on weekday mornings and afternoons (CO 351.11), and metered/municipal-lot payment is required Monday-Friday 8:00 a.m. to 6:00 p.m.
Lakewood Codified Ordinance (CO) Chapter 351 governs on-street parking. Section 351.01 prohibits standing or parking on a sidewalk, curb, or street-lawn area and in other enumerated places, mirroring the statewide restrictions of Ohio Revised Code (ORC) 4511.68, which bars parking on sidewalks, in intersections, within 10 feet of a fire hydrant, within 20 feet of a crosswalk, and in similar locations. ORC 4511.69 separately requires every vehicle parked at a curb to be parked with its right-hand wheels parallel to and within 12 inches of the curb. Lakewood's CO 351.11 (Rush Hour Parking Prohibited) forbids standing or parking on the south side of Lake Avenue, the south side of Clifton Boulevard, and either side of Hilliard Road between Madison Avenue and Riverside Drive from 7:00 a.m. to 9:30 a.m., and on the north sides of those streets from 4:00 p.m. to 6:30 p.m., Monday through Friday. The City resumed rush-hour enforcement (with towing) on April 12, 2021. There is no citywide overnight ban, but no vehicle may sit in a single location for more than 24 hours under CO 351.18.
Rush-hour and 24-hour violations result in a parking citation, and vehicles in rush-hour zones are subject to towing as posted. Tickets are paid through citationprocessingcenter.com; reviews and hearings are requested at the same site or by emailing parking@lakewoodoh.net.
