Cleveland, OH Parking Rules: Street Parking Limits (2026)

Cleveland Codified Ordinances § 451.03(a) lists the statutory no-parking zones that apply on every city street, including the driveway buffer: no vehicle may stand or park in front of a public or private driveway, or within two and one-half feet (30 inches) of one, unless briefly avoiding a traffic conflict or complying with a police officer's or traffic-control device's direction. The same section separately bars parking within an intersection, on a crosswalk, within ten feet of a fire hydrant, within twenty feet of a school-zone crosswalk, within fifty feet of a railroad crossing, and within one foot of another parked vehicle -- driveway blocking is one item on a long statutory list carried over from Ohio Rev. Code § 4511.68.

Separately, § 451.04 governs how a vehicle must sit once parked. Division (a) requires the right-hand wheels parallel with and not more than twelve inches from the right-hand curb. Division (c)(1)A. is the wrong-way rule: except for a narrow motorcycle exception in (c)(1)B., no vehicle may stop or park on a road facing a direction other than the direction of travel on that side of the street -- the ban on parking against oncoming traffic. Division (e) makes a violation of division (a) or (c) a minor misdemeanor, a criminal offense distinct from the civil parking-infraction system that covers most other Chapter 451 violations.

Fines for the broader driveway/no-parking list in § 451.03 fall under § 459.11's general parking-infraction schedule: $25 per infraction, rising to $35 if committed during rush hour, unless the specific subsection carries a higher scheduled fine. Enforcement runs through the Cleveland Parking Violations Bureau (Chapter 459) for civil infractions and through Cleveland Municipal Court for the criminal wrong-way charge.
