Cleveland, OH Parking Rules: Snow Removal Parking Rules (2026)

Cleveland Codified Ordinances § 451.17(a) triggers a snow emergency automatically once snow falls to a depth of two inches or more within any 24-hour period, because the code finds that such a storm "constitutes a serious public hazard impairing transportation, the movement of food and fuel supplies, medical care, fire, health and police protection and other vital facilities of the City." The emergency runs until the Director of Public Safety announces that plowing operations are complete.

Division (b) requires the Director to notify the public through local press, radio, and television, with the parking ban taking effect no sooner than one hour after the first announcement; two broadcast announcements or one daily-newspaper notice count as legal notice, and owners bear full responsibility for tracking weather conditions themselves. Division (c) is the operative ban: during the emergency, the Director may prohibit parking on any City street designated a through street under § 413.02 or a snow-emergency street under § 403.03, and no person may park, cause a vehicle to remain parked, or abandon a vehicle on those streets -- loading and unloading are still allowed, up to three minutes for passengers or thirty minutes for property.

A vehicle left on a posted snow-emergency street can be impounded under Chapter 405 at the owner's cost per division (d); if the Director authorizes additional emergency towing equipment, those contractors must charge the City's normal towing and storage fees. Separately, § 459.11(b) sets a flat $50 civil fine for a § 451.17 violation, applied whether or not the violation occurs during rush hour -- double the City's default $25 parking-infraction fine.
