16(a) declares an emergency to exist whenever, in a 24-hour period or less, snow falls to a depth of two inches or more on Ridge, State, Broadview, York, Brookpark, Pearl, Snow, Pleasant Valley, West 54th and East Bagley Roads, Ridgewood and Day Drives, or any other street the City determines requires enforcement. The emergency continues until the Director of Public Safety announces that plowing operations are complete. Under division (b)(1), the Director must ask local press, radio and television to announce the emergency and the time the parking ban takes effect, which cannot be sooner than one hour after the first announcement; that broadcast or newspaper notice constitutes legal notice to the public, though owners bear full responsibility for judging weather conditions themselves.

During the declared emergency, division (b)(2) authorizes the Director to prohibit parking on any or all city streets, and it becomes unlawful to park, cause to be parked, or abandon any vehicle on the specified streets, with narrow exceptions of three minutes for passenger loading and thirty minutes for property loading. 14, with towing and storage fees charged to the owner at the City's standard rates even when the Director authorizes outside emergency equipment.
