02 places the installation duty squarely on the property owner: the owner of each new or existing single-family, two-family or multifamily dwelling must install smoke detectors in each dwelling unit capable of sensing visible or invisible combustion particles and sounding an audible alarm, and the ordinance bars any owner from simply failing to install where and when required. 03: in single-family and two-family dwellings, detectors go outside each separate sleeping area near the bedrooms and on every additional story, including basements, though crawl spaces and unfinished attics are excluded.

Multifamily dwellings, rooming houses and apartment houses need a detector inside each unit outside the sleeping area and in common stairwells at the highest habitable level. Split-level homes get one detector to cover an adjacent lower level unless a door separates the levels, in which case the lower level needs its own unit. 04 requires new residential units to hard-wire detectors to the building's power supply with a DC battery backup rather than relying on batteries alone. 04(a)(4), tying the fire code directly into the STR permit program.
