12(b) of the Codified Ordinances targets front-yard and unpaved-surface parking directly: no person may park a licensed, operable motor vehicle, truck, motorcycle, trailer, bus or boat in the strip of yard between the building setback line and the public right-of-way, except in the area the Division of Buildings has approved as a driveway or turn-about. The same subsection then makes the surface requirement explicit for the whole property, not just the front yard: any of those vehicles parked on private property must be parked on a hard-surface driveway, turn-about or other hard-surface parking area, ruling out parking directly on lawn, dirt or gravel outside an approved pad.
The ordinance goes further for collector's vehicles, historical vehicles, junk vehicles and unregistered or inoperable vehicles, which must be kept in a garage or other suitable structure so they are not visible from the street or neighboring property. 12(a) separately treats a vehicle left on private property without the possessor's permission, or on a public street for forty-eight consecutive hours without notifying the Police Chief, as prima facie evidence of abandonment. Parking on an unpaved area between the setback line and the right-of-way, or storing a licensed vehicle on grass or dirt anywhere on the property instead of a hard surface, is charged as a violation of Section 351.12; the City's traffic code makes minor misdemeanor the default classification absent a stated separate penalty. Vehicles parked in violation of a posted private tow-away zone under Section 351.125 may be towed at the owner's expense, subject to the statutory towing and storage fee caps.
