Lakewood Codified Ordinance 351.18 is the City's principal overnight/long-term parking control. It prohibits a vehicle from remaining parked in a disabled condition, or without being used in a normal manner, in excess of 24 hours. The Police Department enforces this rule on complaint and especially during winter to keep streets clear for snow removal: an officer checks the vehicle, and if it has not moved 24 hours later issues a citation and tow notice, with towing occurring 24 hours after the citation. While most Lakewood streets permit overnight parking within the 24-hour limit, certain residential blocks are signed for permit-only parking during restricted hours; permitted streets include Arlington, Baxterly, Belle (Detroit to Clifton), Blossom Park, Concord, French, Manor Park (Detroit to Merl), Norton, Robinwood, and Warren (Detroit to Clifton). Residents of those blocks may buy a one-year permit ($5, expiring June 30) to park during the posted restricted hours. Under Ohio Revised Code 4513.63, a vehicle left on a public street or other public property for 48 hours or more is presumed abandoned and may be removed.
A vehicle exceeding 24 hours under CO 351.18 receives a citation and tow notice and is towed 24 hours later if unmoved. Parking on a permit-restricted street without a valid permit during posted hours results in a parking citation.
