The barrier must be at least 48 inches measured on the pool side, with no more than 2 inches between the ground and bottom of the fence, and openings not allowing passage of a 4-inch sphere. Gates must be self-closing and self-latching with the latch at least 54 inches above the ground or inside the fence. Where a dwelling wall serves as part of the barrier, doors must have alarms or a self-closing/self-latching device. Hot tubs with locked safety covers meeting ASTM F1346 are exempt from full pool fencing. Cleveland inspectors verify barrier compliance before issuing Certificates of Occupancy for new pools.
