Dublin treats above-ground pools deeper than 24 inches the same as in-ground pools for permitting, barrier, and electrical purposes. Above-ground pools with rigid 48-inch walls and removable ladders can meet the barrier requirement without a separate fence.
Above-ground pools must be permitted through Dublin Building Standards when water depth exceeds 24 inches. The pool walls themselves can serve as the required barrier if they are at least 48 inches tall, not climbable from outside, and the access ladder is lockable or removable when the pool is not in use. Decks surrounding above-ground pools must have self-closing gates at the top of the steps. Electrical connections must be GFCI protected. Setbacks follow Dublin Zoning Code 153.210: typically 10 feet from side and rear lot lines. Inflatable and soft-sided pools under 24 inches deep are exempt from permitting but still subject to nuisance rules if left neglected.
Unpermitted above-ground pool: $150-500 fine plus after-the-fact permit. Missing ladder lock or non-compliant barrier: correction notice and daily fines until cured.
